Dr. Ragland was the primary eye surgeon in his group practice in Southern Maryland and performed more than 5000 cataract with intraocular lens implant surgeries. In 1993, Dr. Ragland entered the field of refractive surgery - at that time performing Radial Keratotomy (RK) for correction of myopia (nearsightedness).

In early 1996, shortly after FDA approval, he became one of the first Ophthalmologists in Maryland to be certified to perform PRK laser vision correction. In 1997, he received certification to perform Lasik and since then has performed more than 2000 vision correction procedures.

Currently, Dr. Ragland performs CustomVue Wave-Front Guided LASIK with the VISX Excimer Laser at the TLC Laser Eye Centers in Annapolis. Most recently, he has completed the certification to use the IntraLase FS Laser for vision correction surgery.
