"Downwinders Program"
In 1990, Congress established the Radiation Exposure Compensation Act (RECA) to provide payment to individuals who contracted certain cancers and other serious diseases as a result of their exposure to radiation released during above-ground nuclear weapons tests or as a result of their exposure to radiation during employment in underground uranium mines.
Downwinders
A payment of $50,000 is available to those persons who lived down wind from the Nevada Test Site. Family members may file on deceased family members. Learn more!
Covered Areas
Nevada: Lander, Eureka, White Pine, Nye, portions of Clark County
Utah: Millard, Beaver, Sevier, Piute, Wayne, Iron, Garfield, Washington, Kane, San Juan
Arizona: Coconino, Apache, Gila, Yavapai, Navajo, and the Arizona Strip (northern portion of Mohave County)
Covered Cancers
The victim must have contracted one of the following: Leukemia or primary cancers of the:
Pharynx * Thyroid * Female Breast * Male Breast * Small intestine * Pancreas * Ovary * Salivary Gland
Lung * Esophagus * Stomach * Brain* Urinary Bladder * Bile ducts * Liver * Colon * Gall Bladder
Leukemia, other than chronic lymphocytic leukemia * Multiple Myeloma * Lymphomas (Other than Hodgkin’s disease)
Onsite Participant & Requirements for Exposure
A payment of $75,000 is available to eligible individuals who participated onsite in a test involving the atmospheric detonation of a nuclear device, and later developed a specified compensable disease.
The claimant must have been present "onsite" above or within the official boundaries of the Nevada, Pacific, Trinity, or South Atlantic Test Sites at any time during a period of atmospheric nuclear testing and must have "participated" during that time in the atmospheric detonation of a nuclear device.
The participant must have contracted one of the following diseases: Leukemia other than Chronic Lymphocytic leukemia * Lung cancer * Multiple myeloma *Lymphomas (other than Hodgkin’s Disease) *
Primary cancer of the: Thyroid Cancer * Male or Female Breast * Esophagus * Stomach * Pharynx * Small intestine * Pancreas * Bile Ducts * Gall Bladder * Salivary Gland * Urinary Bladder * Brain * Colon * Ovary * Liver (except if cirrhosis or hepatitis B is indicated) * Lung
Uranium Miners
Must have been exposed to at least 40 Working Level Months, or worked for at least 1 year in certain uranium mines any time between January 1, 1941 and December 31, 1971, and developed one of the following diseases:
Lung Cancer *Nonmalignant Respiratory Disease * Pulmonary Fibrosis * Silicosis *Cor pulmonale (related to fibrosis of the lung) * Pneumoconiosis
Uranium Millers and Ore Transporters
Must have worked for one year as an uranium miller or ore transporter and developed one of the following diseases:
Lung cancer * Renal cancer * Chronic renal disease-including nephritis and kidney tubal tissue injury * Nonmalignant Respiratory Disease * Pulmonary Fibrosis * Silicosis * Cor pulmonale (related to fibrosis of the lung * Pneumoconiosis
Uranium workers are qualified to receive $100,000 in compensation . Uranium workers may be qualified for additional compensation available from the Department of Labor through the Energy Employees Occupational Illness Compensation Program.

Laura J. Taylor, a midwestern native, has been licensed to practice law in Arizona since April of 2000. Because of the various nuances of the Program, Ms. Taylor has located numerous sources of historical information from relatively unknown sources not easily accessed by the general public. Ms. Taylor began processing claims with the Radiation Exposure Compensation Program in 2002, after discovering that very few attorneys had chosen to practice in this field, and numerous victims were unrepresented and frustrated.
Since 2002, Ms. Taylor has successfully submitted hundreds of claims to the Department of Justice, including Downwinder claims, On-site Participant claims, and Uranium Worker claims. Each client's claim is handled personally by Ms. Taylor in the most expedient manner possible.
